Paula Lombardi, a partner and department head of environmental, municipal and planning, regulatory and administrative law at Siskinds LLP, was recently quoted in a Windsor News Today article on Kincardine’s decision to close Bluewater Trailer Park.
The park is home to 44 full-service campsites that seasonal tenants are expected to vacate by the end of the 2027 season. The lands were conveyed in trust to the Municipality of Kincardine in 1882 for the specific purpose of creating a public park, garden or walkway. As Paula explains in the article, the municipality’s current zoning bylaw does not permit a trailer park, mobile home park or campground within the definition of a public park. This distinction has been a key legal consideration in decisions regarding the future use of the site.
