Bulk water transfers are increasingly contentious, especially given the thirst and engineering prowess of our American neighbours. For example, the huge and hugely controversial Red River Valley Diversion proposes to transfer water from the Missouri River Basin into the Red River Basin.  This will result in large amounts of water being transferred from a US river into a basin that is, in part, in Canada.

I was therefore delighted to stumble upon an excellent summary (prepared by David Johansen of the Parliamentary Library) of Canada’s national and provincial laws on bulk water transfers. It was last updated in October 2008, but is an excellent starting point for research. The Great Lakes Law Center also has useful resources on the point, from a US point of view.
